For example, it may employ 3-4 pharmacists per pharmacy (it's a 24/7 operation after all), and only 1-2 of them refuse to file the prescriptions. As a result, the same amount of medicine is sold, the safe side effects are experienced by all customers who bought and took it, but more of those customers wil have to go on to have surgical abortions b/c the morning after pill did not work.
