The decision by 13 school districts to leave a south suburban athletic conference was racially driven, meant to separate black students from white, according to a lawsuit filed Monday in federal court.

The schools remaining in SICA are 80 percent minority, Wilhite said. "This is just not right," he said, adding that the long travel times cited by some schools could not have been the motive.

In the downsized conference, Wilhite said, schools might not be able to find teams to compete in soccer, badminton, speech, debate, drama, chess and math.
