Gov. Rod Blagojevich will propose Sunday that all Illinois families have the option of sending their children to a state-funded preschool, creating the nation's first "universal prekindergarten" for children as young as 3.

The current state preschool, which serves some 75,000 children, is limited to youngsters at risk of academic failure because of low income and other factors, such as speaking another language at home.

Educators have been selling the concept of universal prekindergarten to business leaders and politicians. They cite research showing investment in preschool saves money down the road by keeping people out of prison, reducing dropout rates and lessening the need for remedial education.

[Blagojevich] also said preschool gives all children a chance to succeed and compete with their peers, regardless of their backgrounds.

Из Балтимора сообщают. Prosecutors did not press charges against a jogger when he kicked and injured a poodle after it nipped at his feet. Досаднейшее упущение! A state lawmaker [Murray Levy, D] has since renewed efforts to make sure anyone who harms an animal faces misdemeanor charges. Currently, state law holds only the pet owner responsible. "The penalties would be up to $1,000 and six months in jail, and the court would have the authority to have that person have screening or counseling."

A teacher at the Harwich school said on Wednesday he heard 18-year-old Thomas Brooks threaten to "come back and blow up the school." He said he wasn't concerned until he found the device in his classroom.
