"They are not required to stay and wait for parents or guardians before dropping off their students."

The school system has since made special arrangements for Anthony's bus route such that if the bus arrives early, and no parents are waiting, the bus driver will return the kids to school.

But that's too little, too late for Silvestri. "I don't trust them," Silvestri said. "I have lost my confidence in them to protect my child."
