The commission is taking up one of the most racially sensitive issues of the two-decades-old war on drugs. Jurists and civil rights organizations have long complained that the commission's guidelines mandate more stringent federal penalties for crack cocaine offenses, which usually involve African Americans, than for crimes involving powder cocaine, which generally involve white people. The chemical properties of the drugs are the same, though crack is potentially more addictive.
Nearly 86 percent of inmates who would be affected by the change are black; slightly fewer than 6 percent are white. Ninety-four percent are men.

Тhe Rosenbergs were executed at the height of the Korean War. President Eisenhower wrote to his son, serving in Korea, that if he spared Ethel (presumably for the sake of her children), then the Soviets would simply recruit their spies from among women. As the dollar has deteriorated against the loonie, the trade has dried up. Canadian production costs have held steady, while the buying power of the dollar has declined. And, lest you think we’re talking about a small thing, we remind you that the production and export of marijuana is a major contributor to the economy of British Columbia.
“The upshot is that the Canadian marijuana is now less competitive against marijuana grown elsewhere,” Stephen Easton, professor of economics at Simon Fraser University in Vancouver, B.C. has told the grand newspaper of Big Sky territory, the Missoulian. “This is a cost-driven business. With exports no longer viable, the British Columbia marijuana industry has certainly taken a hit, so to speak.”
