Investigators said he had a fully operational office. They said when detectives made the arrest, Gonzalez was working on a patient with a room full of people waiting to see him.
"It's unclear whether they knew or not," said Camille Neville of the Fairfax County Police Department. "It's unclear whether they cared. Either way, they were there and he was unlicensed."
"You would see cars coming and going 24/7, just back and forth, back and forth all the time," neighbor Kaleen Cooper Cooper said.
