I liked this report about CIA employee's million-dollar homes. How much do they get there, at CIA? For a million-dollar home, you have to pay around 5k a month as mortgage, and then property tax - here it would be over 1k a month.

Я думаю, в контексте ограблений речь идет о лайфстайле хозяев, а не о нереализованной цене дома.
