"(It used to be that when) a child came into a classroom 20 years ago, the first thing you wanted to do was give that child a hug and say, 'Good morning.' You cannot do that. Our society has changed. Neighborhoods have changed. Communities, parents expectations, community expectations (have changed)."
All of the teachers accused in the alleged Howard County sex incidents have been placed on administrative leave, officials said.
