Baltimore, MD -- A man who authorities said had been making online plans to have sex with someone he thought was a 13-year old girl had the plan interrupted by Maryland State Police.

DUDLEY, Mass. - A teenager who hosted a drinking party attended by a friend who later died in a car crash will face charges. Police say 19-year-old Shawna Larassa died after she crashed the car she was driving in the early morning hours of July 9 in Dudley after leaving Bouchard's party.

Строго говоря, entrapment подразумевает возможность какого-то предосудительного действия, а тут вообще ничего нет.

Не совсем. Entrapment exists when an innocent person is lured by the police into committing a crime they otherwise had no intention of committing. The two elements are 1. crime and 2. intention.

Here one could argue, as you do, that there was no crime, since there was no actual minor, but I believe "attempt to commit" is just as punishable. On the other hand one could argue that there was no intention before the police made their lures, and that would depend on the particular circumstances, for instance on who it was that first suggested sex.
