That's the government for you. The only reason for mixing that much acetaminophen is to reduce abuse by making sure that side effects from acetaminophen will become unbearable long before the user will get high on hydrocodone.
Actually, they can be relatively easily separated because of different solubility at different temperatures (the techinque for codeine is described here: http://www.erowid.org/pharms/codeine/codeine_faq.shtml)
