The report, Education on Lockdown: The Schoolhouse to Jailhouse Тrack, documents the effects of "zero tolerance" policies all over the nation and reveals 8,539 students between the ages of seven and 18 were arrested from CPS in 2003. Most of the arrests were for minor misconduct and disproportionately affected youth of color.
