The [Missouri] legislation, which took effect in September, allowed lawsuits against those who "cause, aid or assist" Missouri minors in obtaining abortions without parental consent. The law applies to abortions anywhere, including Illinois, which requires no such consent.

Calling Illinois a "magnet state" for abortions, Missouri state Sen. John Loudon, the bill's sponsor, said the restrictions only help slow the exodus of Missouri teens across state lines.

Four months later, the law continues to impose hardships and headaches at the Hope Clinic for Women in Granite City, Ill., administrators said. The clinic, just across the Mississippi River from the St. Louis arch, is one of the busiest abortion providers in Illinois.
