birdwatcherStephen Flynn, a former U.S. Coast Guard commander and one of the nation’s most-listened-to experts on port security, is testifying today on Capitol Hill before the House Armed Services Committee.
In Flynn’s Chicago scenario, a container shipment of brand-name sneakers out of Indonesia is taken by a trucker to a terrorist location where the container is opened at the hinges in order to not break the $1 seal that authorities currently use to tell whether the container was opened. The terrorists also line the container with lead to defeat radiation detectors.
The container then continues on its way and is placed on several ships which eventually brings it to Vancouver, Canada. But because the shipment is from a company that is one of the Homeland Security Department’s “trusted shippers,”,an honor system for shippers who say they will abide by federal rules, the container isn’t opened for inspection.
It’s loaded on a rail chassis and heads to Chicago, first to a rail yard, then a distribution center.
“At the distribution center, a hapless warehouse employee opens the container setting off the triggering mechanism and exploding the dirty bomb,” Flynn said.
