The allegation indicates that someone hung a racially insensitive object inside a police station: a toy monkey left hanging with handcuffs around the neck. The commander of the district, who is white, simply ordered that the monkey be discarded, rather than conduct an investigation. Baltimore City Councilman Ken Harris Sr., D-District 4, immediately asked for an internal investigation from department commanders.
