An 8-inch high barrier is creating a big division among neighbors south of Chicago.
A curb will run along State Line Road between Calumet City, Ill., and Hammond, Ind.
Some say it will block out heavy traffic, but others say it's racism.
Mayor Michelle Markiewicz-Qualkinbush filed a motion in federal court to stop the project, but that motion was denied. "A concrete barrier is insulting," she said. "It's offensive to Calumet City residents and I think that's where they get these feelings that it's more than keeping out the traffic." A federal judge has scheduled another hearing at the end of the month.
