The victims were apparently given free drugs. "What gangs do is that they'll have freebie days, where they'll pass out drugs for free," said Chicago Police Superintendent Phil Cline. "They're trying to entice new customers, and they're trying to entice customers away from other drug spots. So, they'll pass out drugs for free. Hopefully, you'll like it and you'll be back tomorrow to pay for it."
Booker Winston, 54, who pointed to scars along his arms as evidence of his former heroin addiction, said the overdoses would only fuel demand. "If it's that potent, they're going to want it," he said.
