For instance, the papers give detailed information on how to build nuclear firing circuits and triggering explosives, as well as the radioactive cores of atom bombs.

Last spring, after the site began posting old Iraqi documents about chemical weapons, United Nations arms-control officials in New York won the withdrawal of a report that gave information on how to make tabun and sarin, nerve agents that kill by causing respiratory failure.

Cassell, 68, was a state trooper before being elected sheriff in 1991. He owns large tracts of land and a trucking company and has reported more than $20,000 in dividends yearly, the government said.

Prosecutors said that for the past eight years, cocaine, steroids, marijuana and other drugs that had been seized by the sheriff's department were resold to the public. A sergeant who agreed to cooperate with investigators was paid off by the ring to use his house for distributing drugs, authorities said.

Casell was quoted by investigators as saying the only way to acquire wealth is to be "a little crooked and not get caught."
