Dortch, who called a meeting for the Watson International investment company in an office at the Philadelphia Navy Yard, blamed the men for the loss of about $200,000 associated with an investment in Binghamton, New York.

"Four lives ended violently over what appears to be an investment gone bad," said Deputy Police Commissioner Richard Ross at a news conference.
