The Bush administration has argued that the shield (американский, в Чехии и Польше) is needed to defend Europe and the U.S. against a potential attack from Iran or North Korea. While neither country has intercontinental ballistic missiles capable of reaching Europe, the shield is warranted because both could one day develop that capability, U.S. officials say.

Russian leaders derided that logic ....

Let’s brush up chronology. Was the US waging a war against Afghanistan BEFORE or AFTER 9/11?

Wikipedia: "From May 1996, Osama bin Laden had been living in Afghanistan along with other members of al-Qaeda, operating terrorist training camps in a loose alliance with the Taliban."

So the people of Afghanistan are not to blame for harboring Al Qaeda? Is this what you’re trying to say?

By the way, if you think that the number of terrorist incidents is proportional to the extent of militarism, please explain why in Russia there have been much more terrorist incidents since the 1990s. Russia was only waging one “imperialist” war – against Chechnya, while US military operations covered the entire globe.

I don’t buy this explanation. I’ve got another one: the Russian government has been a lot less efficient in protecting Russian citizens.
