Так ведь gifted and talented programs — они не столько для особо способных детей, сколько для родителей, которые готовы детей мотивировать. Такие родители требуют, чтобы детей реально учили, а не просто оставляли на день подержать. Но это требует другого качества учителей, например.

Ещё, мне кажется, gifted and talented class — это легальная возможность не давать не желающим учиться тормозить [большинство] желающих и имеющих возможность. В отличие от no child left behind по умолчанию.
