I do not believe that the minimum wage is an effective way to fight poverty. My support and endorsement of the letter comes from the symbolic nature of the minimum wage. It was the first piece of protective labor legislation passed at the national level in the United States. Over time its value has eroded relative to average hourly earnings, even though that hasn't been doing so well itself due to the decline of durable manufacturing. In a world in which everything else is indexed- social security, some retiree pensions and we are constantly giving tax breaks to the rich, we need to make a symbolic statement about our concern for the people who are less well off than us. Certainly expanding the earned income tax credit would be a much better way to fight poverty - but budget deficits make it unlikely that this will happen."

Ага, спасибо. Хотя как-то это не очень-то и minimum wage law, а oчень специфический закон, который requires that each contract over $2,000 to which the United States or the District of Columbia is a party for the construction, alteration, or repair of public buildings or public works shall contain a clause setting forth the minimum wages to be paid to various classes of laborers and mechanics employed under the contract. (http://www.dol.gov/esa/programs/dbra/whatdbra.htm). Всё-таки закон о минимальной заработной плате был последствием Fair Labor Standards Act. Но, наверно, как первый прецендент.... Наверно да.

Конечно, только как первуй прецедент. Но он очень хорошо демонстрирует, какими соображениями на самом деле руководствовались все эти друзья рабочих.

Да, были разные люди с разными интересами. Ну, я бы не стал утвеждать, что это и было подлинной и единственной причиной закона о минимальной плате, и люди, которые за него голосовали в 38-м году, и позже, за все поправки и дополнения - все они только и думали, как бы чёрных оградить от белых работ. Инициаторы же первого прецендента - да.
