Банк не тратит деньги на оценщиков. Просто обычно банк работает только с теми, кому доверяет.

В России обычно тратит, если речь идет о ссуде под залог недвижимости. Хотя в Штатах, возможно, все не так, не знаю.

Если я правильно помню, то счёта за работу оценщика выставляется покупателю дома. Но выбирает оценщика банк.
