I am afraid it will be very much the case. Professors and universities have limited budgets. Where will they get extra money from? I doubt that NSF, NIH etc will all of the sudden raise their budget. Plus it might affect the current students. Universities might get rid of some TAs for example.

In many universitites TA's are overloaded with too much work expected and not enough time for research. Asking for limits on the expected amount of work is not so unreasonable as is, say, providing better health insurance plans.
