В принципе, Техас, как и Иллиной (см. аналогичные поползновения в Иллиное), культурный штат, и там в школах появляться не обязательно.
Распространяется ли закон на частные школы, непонятно. На первый взгляд, нет: достаточно перенумеровать классы, чтобы за пятым следовал седьмой.
