Bloomberg Top News -- Adrian Gibbs, 75, who collaborated on research that led to the development of Roche Holding AG’s Tamiflu drug, said in an interview today that he intends to publish a report suggesting the new strain may have accidentally evolved in eggs scientists use to grow viruses and drugmakers use to make vaccines. Gibbs said that he came to his conclusion as part of an effort to trace the virus’s origins by analyzing its genetic blueprint.

Нечто называется номинально обязательным, если разумный человек, прочтя соответствующее законодательство, сочтет, что оно обязательно. Это используется в газетных заголовках ("Всех обязали делать прививки").

Нечто называется эффективно обязательным, если даже адвокат, специализирующийся в соответствующей области, не знает, как от этого отвертеться ("Вообще-то прививки обязали делать не всех, а только тех, кто ходит в государственные школы").

Обратите внимание, что это не то же самое, что разница между de facto и de jure. De facto означает, что что на что-то власти закрывают глаза; в интересующем же меня случае разница происходит из того, что общество для сохранения гражданского мира переопределило в каких-то неизвестных подзаконных актах значения слов. RICHMOND, Va. - Virginia Gov. Tim Kaine said he will sign legislation requiring all sixth-grade girls to be vaccinated against the human papillomavirus, or HPV. Kaine said last week he wanted to make sure there was a provision in the bill allowing parents to exempt their daughters if they wished.

Legislatures in roughly 20 states have introduced measures that would mandate girls have the vaccine to attend school, but none has passed so far. However, Texas Gov. Rick Perry on Feb. 2 issued an executive order requiring Texas girls entering the sixth grade as of 2008 get the vaccinations, triggering protests from lawmakers in that state.

Texas on Friday became the first state to require all 11- and 12-year-old girls entering the sixth grade to be vaccinated against a sexually transmitted virus that causes cervical cancer.

Now, there's a vaccine to prevent HPV. But that's not enough. Halvorson wants to take it a step further. She's writing legislation to require all Illinois girls be inoculated at age 11 or 12, as recommended by the Centers for Disease Control and Prevention. What's more, she wants the state to pay for those not covered by insurance. Halvorson, who is running for a fourth term, plans to introduce the bill early next year.
