RICHMOND, Va. - Virginia Gov. Tim Kaine said he will sign legislation requiring all sixth-grade girls to be vaccinated against the human papillomavirus, or HPV. Kaine said last week he wanted to make sure there was a provision in the bill allowing parents to exempt their daughters if they wished.
