Like many other waterfowl, they are generally monogamous and often end up with one mate over their lifetimes, but "divorces" are not that rare, and swans will indeed take up with another mate if death or even unsuccessful breeding occurs.
Strong pair bonds in swans and other large waterfowl are not due to "love" or "devotion," but the advantages such a bond confers to reproductive success. Long-term pairs are able to forgo investing time and effort in courtship, begin breeding promptly in spring, and maintain quality territories necessary for raising healthy young.
