I hope it was not just a call, but he actually submitted an affidavit stating the probable cause (and NOT possible cause) and signed it under oath, as required. Anything less would be a conspiracy to harass, am I wrong?

Я про то, что закон не допускает анонимного натравливания полиции на соседа, но судя по прессе, он давно не соблюдается.
