А вот уже точно известно: благодаря новому регулированию, вступившему в силу в мае месяце и обещающему авиалиниям огромные штрафы за трех-с-половиной-часовые задержки рейсов на летном поле, теперь все рейсы всегда отменяются либо направляются в другие города, ровнёхонько через три часа стоянки, как по секундомеру. Date: 2010-07-21 05:34 am (UTC)The reason why airline doesn't know when it will be able to fly is in the way the ATC system works - the clearance to depart on IFR (instrument flight rules) flight plan ("ifr release") is given only after the aircraft is ready to fly. This is because of the way the really antiquated computer system FAA maintains for traffic control works. What happens when a aircraft sits there on a ramp burning fuel is that pilots wait for clearance which they cannot request before everybody's on-board. The system sometimes provides estimates for wait time, but when there's a surge in IFR traffic, these estimates become pretty much worthless.
In fact, it is a typical socialist "solution" - centralizing control of all air traffic by huge government computer. At the same time, FAA pretty much stalls development of decentralized solutions for traffic management and instrument flying - effectively constricting the entire sky into a system of lines from one navigation point to another (aka "airways"). The technology for instrument flying w/o central control exists for at least 20 years now. (The trial use of this technology, called "Free Flight", is only starting now, over Hawaii).
Now, even if a pilot is given estimate that he won't be able to fly for three hours, he only has a choice of canceling the flight - which pretty much involves losing place in the schedule - and having to wait all over again, or keeping passengers on board.
TSA only aggravated the problem by requiring security rescreening of passengers and baggage after disembarking. Their rules pretty much say that the baggage cannot stay on-board when people leave secure area.
This problem is entirely created by the government.
In fact, this is a textbook case of regulation creating the need for more regulation to "fix" the consequences of earlier regulation.
