Не согласен. "Open floor plans" - подлежащее. Во множественном числе. Соответственно, требует "inspire". А если счесть, что "open floor" - подлежащее, а "plans" и "inspires" - сказуемые, то вообще какая-то ерунда получается. Хотя бы потому, что непонятно, что именно этот самый open floor планирует.
