The No Child Left Behind Act of 2001 requires the district to offer to parents transfer options. Как интересно -- т.е. из плохих школ можно переводиться? Тогда плохие школы должны становиться все хуже и хуже (глупые люди, очевидно, никуда переводиться не станут). С другой стороны, эти исключения на более чем 10 дней раздают сами же школы. Динамическое равновесие!
